The modding guys over at Simtropolis have updated the NAM, which is short for Network Addon Mod. This is a highly recommended download if you want to enhance your game experience. What is the NAM?
The Network Addon Mod (NAM) combines all transportation network-related fixes, additions and new creations that have been released so far. It will add countless new features to the existing network tools, such as new overpasses, highway onramps, intersections, ped-malls, a ground light rail network, roundabouts and turning lanes.

Seems good, but after playing it, a lot of things are a mystery. For example, making use of ground level rail — I can build the avenues, but they can’t turn, and I can’t build stations.

with this mod where do I save it to and how do I activate it?
@ ANGI If you install it to your plug-ins folder (usually My Documents/SimCity4(deluxe)/plug-ins), that should be all the work you need to do.
